Organizational History

Bricklayers and Allied Craftworkers, Local 10

Local 10 of the B.A.C. was chartered on January 19th, 1902. The local is based in Springfield, Missouri and represents bricklayers, masons, tile, marble, and terrazzo workers and related crafts in 20 counties surrounding Springfield.

Local 10 sponsored an apprenticeship training program, tracked area wage rates, and negotiated contracts on behalf of its members. The Bricklayers were also active in the Springfield Building and Construction Trades Council.

Local 10 members work exclusively for builders who are signatories to the local's contract. Tile, marble, and terrazzo workers had a separate contract from bricklayers and masonry workers. Local 10 negotiated with the Springfield Builders Association and the Missouri Builder's Association to create a collective bargaining agreement for the members of its local.

There is little evidence of major labor disputes involving Local 10. There were no major strikes or contract disagreements found in the records. However, the union was involved in a few lawsuits, NLRB cases, and OSHA violation cases, particularly in the late 1970s and 1980s. In 1983 many members of the Springfield Contractors Association sent notice to the Local that they did not intend to renew a contract. However, those builders later negotiated and signed a new contract.

Local 10 of the Bricklayers has been one of the largest unions in Springfield. In the 1940s they had about 50 members, and it has grown to 200 members in 1998. Their largest employers in 1998 were Midland Masonry and Bennett Masonry.

Building and Construction Trades Council

Series eight of the collection contains records of the Building and Construction Trades Council of Springfield, Missouri. These records reflect the terms of two secretaries of the council, Otto Bowles (1939-1947) and J. Frank Cline (1947-1961). There are also a few records from Floyd Gill (secretary of the council from 1966-1971), who was a Bricklayer.

The Building and Construction Trades Council, affiliated with the Building and Construction Trades Department of the AFL, represented locals involved the building trades in Springfield and the area. In 1949 they included: Boilermakers Local 83, Bricklayers Local 10, Carpenters Local 978, Electrical Workers Local 453, Heat and Frost Insulators Local 63, Iron Workers Local 10, Laborers Local 676, Lathers Local 203, Operating Engineers Local 16-16B, Plumbers Local 178, Painters Local 203, Plasterers and Cement Finishers Local 369, Roofers Local 62, Sheet Metal Workers Local 146, and Truck Drivers Local 245. The membership has changed over time, but most of these locals were continuous members.

The council was very active in coordinating the affiliated locals and acting as an advocate for the building trades unions. The council served to keep track of wage rates, settle jurisdictional disputes, maintain an "unfair" list of contractors, encourage employers and builders to use union labor, recommend union builders to those who contracted them, and educate the community about union labor.

Scope and Content

The collection contains constitutions and by-laws, minutes, contracts and agreements, membership and dues records, correspondence and other general records, pension records, and financial records of B.A.C. Local 10. The collection also contains records of the Building and Construction Trades Council of Springfield, Missouri and the Vicinity. The collection is organized in eight series.

Series I: Constitutions and By-laws, 1921-1981
Includes constitutions and bylaws for the local and other related organizations arranged according to the organization of origin, and chronologically within each folder.

Series II: Minutes, 1925-1972
Local 10 minutes arranged chronologically.

Series III: Contracts and Agreements, 1953-1989
Includes contracts, signed contracts, agreements, and negotiations for bricklayers and for tile, marble, and terrazzo workers of local 10. It also includes other agreements related to local 10. The series is arranged by type of agreement, and chronologically within each type.

Series IV: Membership and Dues, 1909-1990
Includes dues records, and membership records such as applications for membership, as well as related correspondence. The series is arranged by the type of record and chronologically within each type.

Series V: General Files, 1924-1990
Includes subject files and correspondence, as well as general files related to the business of the local. This series is arranged alphabetically, and chronologically within each folder. Of interest are the folders labeled "Attorneys," "Lawsuits," and "NLRB Charges," as they involve disputes with contractors. This series also includes records about the apprenticeship program, and material from the International.

Series VI: Pension, 1972-1993
Includes pension records for the members of local 10, as well as agreements and correspondence related to the pension plan. The series is arranged in alphabetical order, and chronologically within each folder.

Series VII: Financial, 1946-1990
Includes financial records of the local, arranged alphabetically and chronologically.

Series VIII: Building and Construction Trades Council, 1936-1971
Contains records from the Building and Construction Trades Council from 1936 to 1971 (bulk: 1947-1960). It is arranged in the following subseries: Constitutions and Bylaws, Minutes, Agreements, Grievances, Correspondence, and General Files.
